In August 2016, Dr. Sheu, Tian-Ming was appointed as the President of the National Academy for Educational Research (NAER) in Taiwan, which serves primarily as a national research institute, responsible for long-term, integrated and systematic research, for developing government policies. Sheu maintains his title as Professor of Educational Policy and Administration, at National Taiwan Normal University where he has taught since 2006. He has previously served as Chair, Department of Education; Director, Graduate Institute of Educational Policy and Administration; Director, Graduate Institute of Curriculum & Instruction; Director, Center for Educational Research and Evaluation, NTNU in 2010, and Dean of the College of Education in 2013. Sheu is the author of The New School Finance (2003); and School-Based Management: Theory and Practice (2002) (co-edited with P. C. Chen), in addition to numerous articles in scholarly journals. He consults widely on matters related to school finance, school-based management, indigenous education and the reform of disadvantaged schools.

Dr. Yen, Chin-Hsiang is the Academic Vice President of NAER, with academic interests that range across international comparative education, second generation peiIi of new residents, and research in Chinese education and 12-year basic education. In 1995, He earned his PH.D. from the Institute of Education, National Chengchi University. Before his time at National Sun Yat-sen University, where he served as the Visiting Professor in Institute of Education and Research Fellow in Center for Southeast Asian Studies, Dr Yen was the Associate Professor, the Center for Education, National Taiwan Ocean University, the Director, Education Department, Pintung County Government, and the Director, Education Bureau, Taichung City Government.

Administrative Vice President

Dr. Kuo Kung-Bin, who received his PhD from the Department of Education, National Chengchi University, is the Administrative Vice President of NAER, having extensive experience in education administration. Since 2004, he was the Part-time Teacher, Taipei County Hai-Shan High School, and served as the School Supervisor, the Department of Education, Taipei City Government. In 2008, he became the Deputy Director and Chief Secretary, the Department of Education, Taoyuan City Government. From 2011, he served as the Chief Secretary of NAER, and was appointed as NAER Administrative Vice President in February 2015.

Dr. Kuo Kung-Bin, who received his PhD from the Department of Education, National Chengchi University, is the Administrative Vice President of NAER, having extensive experience in education administration. Interim Chief Secretary

Dr. Chen, Hsien-Shun received his doctorate in education from National Chengchi University. Prior to coming to NAER, he was an elementary school teacher. On August 1, 2019, he was appointed as Interim Chief Secretary of NAER. His academic specialties include educational administration, compulsory educational evaluation, and teacher training.
